Lodging an application or certificate electronically

Preparing to lodge your development application electronically via the NSW e-Planning Portal

1. Before using the portal

Contact Council’s Development Concierge about planning controls, policies and standards that may affect your design proposal and or call us on 02 6660 0300

Refer to Councils DA information packs, specific to your development type, for comprehensive information to assist in the preparation and lodgment of your application.

2. Prepare your applications and documents

Use the document matrix to select the documents required to support your application, including plans, drawings and a Statement of Environmental Effects. Your applications, supporting documents and plans should be accurate, legible and named correctly as per RVC Naming Conventions

Plans should be prepared as follows:

  • Orientation: upload documents in correct orientation ready for viewing.
  • Size: A3 size landscape
  • Scale: 1:50, 1:100, 1:200 or 1:500
  • Resolutions: min 300dpi
  • File Format:
    • Plans: PDF format
    • Images: JPG format

3. Login to the portal – NSW Planning Portal

Refer to the NSW Planning Portals FAQs and Quick Reference Guides for assistance with setting up your portal account, completing the online applications and uploading your supporting documents.

Use your existing Service NSW account or register for a NSW Planning Portal account.

For the best experience use Google Chrome on a PC or laptop (the portal is not designed for mobile phones).

4. Start your application

Click ‘New’ to start your application. Fill in the online form and progress through the steps.

Upload required documents to the portal (such as Owners Consent, SEE or BASIX certificate). Ensure documents file names are as per Councils naming convention.  You can save your application and come back to it later.

Each application type will need to uploaded separately into the portal and accompanied by all supporting documents.

5. Application check

A Council officer will review your application in the portal to make sure all documentation is correct.

You will be notified by email if more information or documents are required – Request for Additional Information

If more information is required, ensure all supporting documents are uploaded to the portal This done by responding to Request for Additional Information case

6. DA lodged for assessment

Once your application has been checked and accepted for lodgement, you will receive an ‘Additional Information Request’ which will include your tax invoice.

Fees must be paid before your DA is formally lodged in Council’s system.  You will need to confirm that you’ve paid the fees by clicking ‘Respond’ stating payment has been received and this will close the request for additional information case. The application status will sit as pending lodgement and this will notify our Council officers payment has been received

7. Assessment and decision (determination)

Your Development Application will commence assessment by a Council officer once all fees have been paid. The official Notice of Determination will be uploaded to the portal once a decision of determination has been made. You will also be notified by email.
