Summary of tender evaluation: Richmond Valley Council called Tender 286.14 for a mobile library truck. The mobile library delivers a quality library service to small communities in the Richmond Valley and Kyogle Council local government areas that do not have ready access to a library service. A new mobile library will replace the existing one which has served the rural communities since 2003. These communities rely heavily on the mobile library for information and recreation requirements.
The mobile library:
- travels approximately 750 km per week,
- covers an area of approximately 6,640 km2,
- has 19 scheduled stops with 1,564 registered members,
- averages 146 new members each year, and
- has over 3,500 items.
Tenders were received from Brimarco Pty Ltd and Varley Specialised Vehicles.
Option A (Option A – 9m Body (no pod) from Brimarco Pty Ltd is considered to be the most advantageous for Council.

Summary of tender evaluation: Richmond Valley Council is a member of Regional Procurement’s Richmond Tweed Clarence (RTC) Group. Regional Procurement® in association with EnergyAction™ has conducted a series of reverse auctions on behalf of Richmond Valley Council for the single source supply and delivery of electricity over two categories:
- Category 1: Contestable Metered Sites and
- Category 2: Street Lighting
This attracts greater supplier competition and lower pricing for Richmond Valley Council for its energy consumption.
The reverse auction has made a significant cost saving to Council. For Council’s contestable sites there is a saving of $88,408.35 over the term and for street lighting a cost saving of $15,756.96 over the term.
Both Contestable Sites and Street Lighting contracts will run for 33 months from 1 April 2015 to 31 December 2017
